This means a salary increase of at least NOK 22,000 for 400,000 municipal employees. In addition, agreement has been secured that the municipalities must prepare competence plans at all levels, something that several of the employee organizations have been concerned about.

– There have been demanding but constructive negotiations to manage to reconcile very different demands. The result gives all groups in the municipal sector real wage growth, with good wage growth for both low-paid and, not least, education personnel, says director of employment Tor Arne Gangsø in KS.

Satisfied employees

The employee organizations also say they are satisfied.

– This is a fair and good wage settlement for the entire team. Through the negotiations, we have agreed with the employer on an agreement that ensures our members increased purchasing power, and which has a good distribution between the various occupational groups in the municipal sector, says LO Municipality’s leader, Mette Nord.

– We were able to meet our demand for clear real wage growth, and we also achieved a priority in favor of those with the longest education and longest seniority. We therefore believe this is an acceptable result for our members in Unio municipality, says Unio’s negotiation leader Geir Røsvoll.

– We are satisfied that the settlement, after demanding negotiations, ensures real wage growth that puts more in the wallet for the individual. It was important for our groups now, says leader Trond Ellefsen in YS Kommune.

Mediation at the Akademikerne

Last night, the Academics chose to break the central settlement, so their settlement with KS now goes to mediation – but this only applies to 6,000 employees. The central municipal settlement does not apply to Oslo municipality, where there have also been breaches, so the settlement goes to mediation.

Real wage growth has been an important battleground for the employee organizations this year. If the estimate the Technical Calculation Committee has come up with for price growth this year – 4.1 per cent – is correct, the average real wage growth will be 1.1 per cent with this settlement. But both Norges Bank and Statistics Norway (SSB) believe that price growth will end up even lower. In that case, the real wage increase will be even higher.

The real wage development is how much more or less you are left with when price inflation has taken its toll.
