(Aura Newspaper): When the municipal council in Sunndal gathers for an extraordinary meeting on Tuesday (on the background that municipal director Randi Dyrnes has resigned), Refstie has also taken the initiative to present a case about the closure of the train bus.

Refstie mentioned this to Aura Avis when he took the bus to the transport committee in Kristiansund together with the campaigners to mark their opposition to the closure. – Half of Sunndal’s population will be left without a public transport service in Møre and Romsdal, along a national road, towards a railway junction. I will present a formal complaint about the manner in which the decision has been made to the municipal council on May 14, said Refstie, adding that he expects the entire municipal council to stand behind such a decision.

Now the case presentation is ready. The recommendation is not put forward by the municipal director, which is usual in the municipal council, but by the mayor himself.

Sunndal municipality hereby complains about the county council’s decision in case 13/24 regarding the closure of FRAM’s route 901 from Sunndalsøra to Oppdal. This route is a collective passenger service from Nordmøre to the railway at Oppdal, the Dovrebanen for the people of Nordmøre. It is also a local route from Sunndalsøra to Gjøra, through half of Sunndal and for half of Sunndal’s population. We believe that the proposal to close down the bus route has not been properly investigated, and that the decision to close down has not been made in a legal way. We therefore demand that the decision to close down be rescinded.

Providing public transport for the residents of Møre and Romsdal is part of the county council’s social mission. There must therefore be a high threshold for removing public transport in a region completely. Affected parties must be heard, and all consequences of such closure must be assessed.

Rather than closing down the bus service, the county council should work to get more people to use the bus.

The claim is sent to Møre og Romsdal County Council and the State Administrator in Møre og Romsdal.

Has a duty to investigate properly

In the case presentation, reference is made to what has happened in the case. On 23 April, the county council made a decision, with the narrowest possible majority, which means that the train bus between Sunndalsøra and Oppdal will be closed, a bus route that has existed for over a hundred years, and which, in addition to being a collective travel service for the train for people throughout Nordmøre , is also an important local bus route in Sunndal and Oppdal.

In the case submission, it is pointed out how the bus route was closed as part of an overall budget decision, and that it is only briefly described in an appendix to the county director’s recommendation.

– The only assessment behind this setting is that it is difficult to take out individual departures on different bus routes, and that it would therefore be better to cancel entire routes.

According to the Local Government Act, the county council director has a duty to properly investigate cases presented to elected bodies, so that the county council has a basis for making decisions. And the Administration Act states that the administration is obliged to ensure that matters are as well informed as possible before decisions are made.

– The decision to close FRAM’s route 901 has only been made on the basis of practical and financial assessments. No affected parties have been heard in the preparatory work for the case, and no other consequences of removing the bus service have been assessed, it is pointed out in the case submission to the extraordinary municipal council meeting.

Thus, the assessment of the case comes down to the proposal that was presented to the county council on 23 April was not properly investigated, and that the decision to close the train bus has therefore not been made in a legal manner.

If FRAM’s route 901, the Togbussen, is closed, the people of North Moravia will lose the opportunity to travel environmentally friendly and by public transport to Oslo. Tourists also lose the opportunity to travel by public transport via the Dovrebanen to upper Sunndal and Nordmøre. This is happening at the same time as it is a national goal for more people to travel with environmentally friendly public transport, and there is a national focus on public transport services throughout the country. The consequences of this should have been assessed in the preparatory work for the proposal to close the Togbussen, and those affected should have been heard.

FRAM’s route 901 is also a local bus for half of Sunndal’s population who live along rv 70 between Sunndalsøra center and the county border with Trøndelag. Removal of this bus service will have major consequences for people who for various reasons do not have access to their own car, such as young people, the elderly, resident refugees and people with disabilities. It will be expensive and create problems for hospital trips to Molde, Ålesund and Trondheim, and for people going to the dentist in Sunndalsøra. It will have negative consequences for the settlement in and development of the villages between Sunndalsøra and the county border. And that will be negative for tourism in inner North Møre. The consequences of this should have been assessed in the preparatory work for the proposal to close the Togbussen, and those affected should have been heard.

Consequently, the proposal to close FRAM’s route 901 between Sunndalsøra and Oppdal has not been properly investigated, and the decision to close it has not been made in a legal way.
