The Urban Environment Agency sends proposals for regulations on parking permits for car sharing in Bergen municipality for consultation. The deadline for giving input is 31 July 2024.

Over 200 reserved spaces for car sharing

The municipality facilitates car sharing to make it easier to live in Bergen without owning your own car. Since 2017, the Urban Environment Agency has established over 200 reserved parking spaces for car sharing in the municipality. The places are administered through a trial scheme.

Car-sharing operators can also obtain parking permits in the residential zones in accordance with regulations on chargeable residential zone parking in Bergen. It has been issued approx. 100 residential zone permits for car sharing that are valid as of today. As a trial scheme, approx. 230 “all zone cards” which give the right to park in several residential zones. This constitutes an important contribution to facilitating an attractive and visible car-sharing offer in Bergen.

The Urban Environment Agency has evaluated the current system, and prepared a proposal for a new regulation on parking permits for car sharing in the municipality.

Data sharing requirements for the car sharing operators

The purpose of the regulation is to facilitate car sharing in order to stimulate environmentally friendly forms of transport, and to reduce overall car use, car ownership and the area used for parking.

The proposed regulation brings together and adjusts the current regulations and guidelines on reserved parking spaces, residential zone permits and all-zone cards for car sharing. The name all-zone card is proposed to be changed to multi-zone permit.

The proposal essentially involves a continuation of current practice, but also contains new elements such as a definition of “car-sharing”, environmental requirements and requirements for data sharing.

The legal basis for the regulation is the parking regulations chapter 6, cf. section 8 of the Road Traffic Act.

The proposal is described in more detail in the Urban Environment Agency’s specialist note of 14 December 2023. The documents in the case are attached.
