Operations manager Lisbeth Mjøsund tells VG that the police received a report about the incident at 08.34 from random passers-by.
The incident happened at an underpass just outside the center of Moss. The boy who was injured is of school age.
The accused is a man in his 50s. The police have control over the man. The incident took place outdoors.
– It appears that the person in question was on his way to school when this happened, says Mjøsund.
The police say that there is no known relationship as of now, but they are working to map it out.
– He is awake, but taken to the hospital. We quickly got control of the perpetrator on the spot. There is no reason for others to be alarmed, and we have no information that others are injured.
The boy is not critically injured.
Crime scene technicians are on their way to the scene and the police are present with several patrols to speak to witnesses and obtain an overview of the incident.
– We consider this a serious matter. We have also notified the municipality.
The boy’s relatives have been notified of the incident.
