The main committee for transport in Buskerud county council decided on Tuesday 9 April to uphold large parts of the county director’s proposal for bus route cuts in Buskerud.

This involves cuts in the following routes:

Line 3 Fjell-Kastanjesletta:

All year: Weekdays: Departures every half hour compared to earlier every 20 minutes just before and after rush hour.

Winter: Saturdays: Departures every half hour compared to earlier every 20 minutes in the time slots 9–11 and 18–19.

Summer: Saturdays: Departures every half an hour compared to earlier every 20 minutes between 9am and 6pm.

Line 4 Kniveåsen-Drammen bus station

Winter: Saturdays: Departures every hour instead of every half hour in the morning and evening (removing two round trips in the morning and three in the evening).

Sundays: Departures every hour instead of every half hour in the morning and evening (removing two round trips in the morning and three in the evening).

Line 5 Tors vei-Vinnes

Winter: Saturdays: Departures every hour instead of every half hour in the morning and evening (removing two round trips in the morning and three in the evening).

Sundays: Departures every hour instead of every half hour in the morning and evening (removing two round trips in the morning and two in the evening).

Summer: Weekdays: Departures every hour instead of every half hour in the morning and evening (excluding one round trip in the early morning and four in the evening).

Saturdays: Departures every hour instead of every half hour in the morning and evening (removing four round trips in the morning and four in the evening).

Sundays: Departures every hour instead of every half hour all day (excluding twelve round trips from 11 am to 10 pm).

22 Drammen bus station-Konnerud-Andorsrud/Svingen

Winter: Weekdays: Departures every half an hour earlier every 20 minutes outside rush hours, departures every hour earlier every 20 minutes at 19–21.

Saturdays: Departures every half hour compared to earlier every 20 minutes at 08–18.

Summer: Weekdays: Departures every hour instead of every half hour before. 19–21.

Saturdays: Departures every hour instead of every half hour before. 08–18.

24 Drammen bus station-Konnerud-Eikerdelet

Winter: Weekdays: Departures every half an hour earlier every 20 minutes outside rush hours, departures every hour earlier every 20 minutes at 19–21.

Saturdays: Departures every half hour compared to earlier every 20 minutes at 08–18.

Summer: Weekdays: Departures every hour instead of every half hour before. 19–21.

Saturdays: Departures every hour instead of every half hour before. 08–18.

Line 61 Lierbyen school-Bera

Winter: Saturdays: Departures every hour instead of earlier every half hour in the morning and evening (08-09 and 21-24).

Summer: Weekdays: Departures every hour instead of earlier every half hour in the early morning and evening (05-06 and 21-24).

Saturdays: Departures every hour compared to earlier every half hour all day (08:00-23:00).

Line 71 Asker-Tranby-Lierbyen-Drammen

Winter: Weekdays: Departure at 05.15 from Asker will be taken away, alternatives are at 04.45 and at 05.45. Departures every hour late in the evening versus earlier every half hour (8:30-10:30 p.m.).

Saturdays: Departures every hour instead of earlier every half hour in the morning and evening (08-11 and 20-24).

Sundays: Departures every hour instead of earlier every half hour in the morning and evening (10am-12pm and 8pm-11pm).

Summer: Weekdays: Departure at 05.15 from Asker will be taken away, alternatives are at 04.45 and at 05.45. Departures every hour in the evening compared to earlier every half hour.

Saturdays: Departures every hour compared to earlier every half hour during the day (08:00-18:00).

Line 92 Mariås – Svelvik ferry quay

All year. The following departures are cut:

Weekdays: Svelvik ferry quay – Mariås: at 09.45, at 10.45 and at 11.45. Mariås-Svelvik ferry quay: at 09.55, at 10.55 and at 11.55.

Saturdays: All departures are cut.

Line 14 Underlia-Strøtvet

The line is proposed to be closed. Pupils who have been granted school transport will be taken care of.

Line 15 Drammen-Austad forest

The line is proposed to be closed. Pupils who have been granted school transport will be taken care of.

Line 16 Drammen-Mælen/Skoger

The line is proposed to be closed. Pupils who have been granted school transport will be taken care of.

Line 21 Drammen-Tolerud

The line is proposed to be closed. Pupils who have been granted school transport will be taken care of.

Line 52 Drammen-Mjøndalen-Hokksund

Suggestion:

Drive only Drammen-Mjøndalen, cut the stretch Mjøndalen-Hokksund.

Line 100 Hønefoss-Vikersund-Drammen

Winter: The following departures are cut:

Weekdays: Hønefoss – Drammen at 19.05. Vikersund – Drammen at 20.40. Drammen – Vikersund at 21.09 and at 22.09.

Saturdays: Hønefoss – Vikersund at 16.05. Vikersund – Drammen at 17.40. Drammen – Vikersund at 18.09 and at 19.09.

Sundays: Hønefoss – Drammen at 16.05. Vikersund – Drammen at 17.40. Drammen – Vikersund at 18.09, at 19.09 and at 20.09.

Winter: The following departures are cut:

Weekdays: Drammen – Hokksund at 22.56 and 23.56. Hokksund – Drammen at 22.27. Vikersund – Drammen at 21.10.

Saturdays: Drammen – Hokksund at 23.26. Hokksund – Drammen at 21.57 and 22.57.

Sundays: Drammen – Hokksund at 23.26.

Line 104 Vikersund – Åmot

Winter: The following departures are cut:

Sundays: Vikersund – Åmot at 1:30 p.m. Åmot – Vikersund at 17.20.

Line 105 Åmot – Eggedal – Berghammeren

Winter: The following departures are cut:

Fridays: Eggedal – Åmot at 19.25. Åmot – Eggedal at 10 p.m.

Sundays: Åmot – Berghammeren at 13.45. Berghammeren – Åmot at 3.30 p.m.

Line 116 Hokksund – Skotselv

Winter: The following departures are cut:

Hokksund – Skotselv at 11.10 and 13.10. Skotselv – Hokksund at 11.30 a.m. and 1.30 p.m.

Summer: The following departures are cut:

Line 117 Hokksund – Ormåsen

Summer: The following departures are cut:

Weekdays: Hokksund – Ormåsen at 05.17. Ormåsen – Hokksund at 05.35.

Line 118 Hokksund – Vestfossen – Darbu

All year: The following departures are cut:

Weekdays: Hokksund – Vestfossen – Darbu at 10.50 and 12.50. Darbu – Vestfossen – Hokksund at 11.25 and 1.25 p.m.

Line 125 Hokksund – Harakollen

Summer: The following departures are cut:

Weekdays: Hokksund – Harakollen at 08.55, at 10.55, at 12.55 p.m. 14.55 and at 16.55. Harakollen – Hokksund at 09.04, at 11.04, at 13.04, at 15.04 and at 17.04.

Additional changes

In addition, the following changes are adopted in relation to the county director’s original proposal:

1. The main committee adopts an adjusted public transport service in line with the county director’s alternative 1, as appears from the case, with the following changes:

a. Line 169 is maintained as a rush-hour service. The costs are covered by reducing other public transport services in Lier combined with increased fares. Brakar is not authorized to increase rates beyond the municipal deflator. The ceiling increase must therefore be dealt with by the county council.

Line 169 will have seven departures a day from both Lier and Oslo. The times will be:

From Lier: 06.00, 06.30, 07.00, 07.30, 08.00, 15.00 and 16.00

From Oslo: 06.45, 07.20, 14.50, 15.20, 15.50, 16.20 and 16.50

b. The current grant to Hallingbussen will be maintained, and covered through the administration’s proposal for cuts on line 360. Brakar is asked to enter into a dialogue with affected municipalities for future co-financing on line 360.

c. Brakar enters into dialogue with the municipalities in Numedal about which departures are to be changed, and possibly about future co-financing of the route offers in Numedal.

d. The main committee expects that the Buskerudby collaboration sees the value of maintaining routes, and uses reward funds for this, if the state opens up this possibility.

e. The main committee has high expectations for the restructuring process that PWC and BDO are now carrying out. The main committee expects significant savings in Brakar’s administration, and that these savings will be used to reverse route cuts.

f. The main committee asks the board to instruct Brakar to cut all external marketing from the collective company towards consumers.

g. The main committee expects the board to introduce a hiring freeze in Brakar.

h. The main committee asks the county council director to present a case to the main committee in June, with an explanation of how route services in district areas can be replaced with on-demand taxis.

It is desirable that the case shed light on cost estimates, the number of affected lines and a set of assessment criteria for the need for taxi transport.

2. The main committee asks the county director to speed up the notified matter about the future organization of Brakar.

3. The main committee adopts the following clarification in the delivery agreement with Brakar for 2024: The main committee for transport is the highest authority when it comes to route changes, including stops, departure times and individual routes.
