On Thursday 2 May, the stage is set for a board meeting at Høgskulen på Vestlandet (HVL), and among the matters to be discussed is the building project in connection with Campus Haugesund.

In a board meeting in 2022, the board authorized the rector to go ahead with the call for tenders for a revised project with a framework for new construction located on the south side of the existing building of 4,000-4,200 square meters. In addition, there will be remodeling of around a thousand square meters of existing areas.

The board meeting can be followed here from 10.00 on Thursday.

Four main elements

Four contractors were qualified to provide offers with proposed solutions for the project, and all submitted their offers and solutions on 8 March 2024. On the basis of these offers, Statsbygg has sent the college a proposal for a tenancy agreement, which is presented below.

The new building consists of four main elements:

  • Maritime Simulation Centre
  • SIM arena for health subjects
  • Learning areas
  • Jobs

43 workplaces are planned in the building, as a combination of landscape and private offices. This will make it possible to terminate external leases of workplaces in less suitable premises. Co-location of employees on campus will be very important for contact between employees and between employees and students, it is stated in the case papers for Thursday’s board meeting.

Increased rent

The rent for the total building stock that the college rents in Haugesund today is NOK 16.1 million. The rent figures here and further in the case also include fixed expenses for operation and maintenance.

The construction project will result in a rent increase compared to the current situation of approximately NOK 25.2 – 27.5 million when the current off-campus tenancy is terminated. The building project in Haugesund is planned as a user-financed project, which means that the college itself must cover the increase in rent in connection with the project.

In addition, NOK 38 million has been set aside for user equipment in the college’s investment plan.
