The rules were tightened in June 2022.

During the year and a half before the tightening, 279 serious accidents were registered. In the same time period after tightening, the number is 223 serious accidents, writes Stavanger Aftenblad. Only 56 of the injured were wearing a helmet.

Doctors at Stavanger University Hospital are demanding even stricter rules, including a helmet requirement for everyone. They indicate that many of the patients sustain head and facial injuries.

– The burden on the healthcare system is as great as before. Some of the patients who come to the trauma department also have a fairly high blood alcohol level, says trauma coordinator Kjell Tjosevik at Stavanger University Hospital.

The rules were tightened with regard to the alcohol limit, the age limit of 12, the requirement for helmets for children under 15, and the introduction of insurance requirements for electric scooters that you own. Electric scooters were also classified as motor vehicles.

– It is absurd that the helmet requirement only applies to children under the age of 15. The electric scooter was classified as a motor vehicle in 2022. It must of course be mandatory for everyone, says Tjosevik.

Olav Røise, head of the National Trauma Register at Oslo University Hospital, believes there are no rational reasons for not mandating helmets.
