– We believe the electric scooters are an important supplement to walking, cycling and public transport. We think it will make more people leave their cars. But there is a need to make micromobility more accessible in the outer city, including in Groruddalen, says transport councilor Marit Vea (V) to Aftenposten.

The city council proposes to remove the current number restriction outside Ring 3. However, the restrictions in Oslo will remain the same. In addition, the city council is considering allowing driving at night. As of today, the bikes are closed between 11pm and 5am.

– Night closure prevents the use of the service during a period of the day with reduced public transport, where micromobility can be experienced as a safe alternative, and there is little other traffic. Bergen and Trondheim have, to varying degrees, opened up for renting at night, with positive experiences so far, says Vea.

In autumn 2022, the then city council stopped the rental of electric scooters between 11pm and 5am and also reduced the number of bikes to 8,000. In the city center there should not be more than approximately 1,200 scooters.

Both Ruter and the Urban Environment Agency have recommended dropping the ceiling on the number of scooters in the outer city.
