In February last year, it was decided in the Municipal Council that the municipal director must give an account of the financial consequences that the various proposals that have been presented in the media entail. This means moving the road, input from groups, etc.

The municipal director must also enter into a dialogue with the party/developer about buying out the party contract and what, if any, it will cost.

The case that will be brought before the municipal council next Thursday builds on this decision. What is new is that the financial consequences must be delivered by the end of May and Carlsenkvartalet AS will be given a twelve-month extension to submit a regulatory plan. This seems a bit messy, because if the municipality buys out of the contract, Carlsenkvartalet AS is history in this context.

There has been contact between the municipal director and parties/developer without them reaching an agreement. It should not be difficult for the municipality to pay whatever it costs to get out of the contract. It should be in everyone’s best interest to start with a blank slate.

But regardless of what happens on the negotiation front, something must be done in this area. In the original lease, the tenant has a duty to maintain the buildings and keep the area tidy. If not, the municipality will clean up at the tenant’s expense.

It is now 23 years since Carlsen moved to Tingvoll and the Carlsen quarter today looks like the worst slum. Private individuals are ordered to clean up their own properties as well as daily fines if this does not happen. What about the municipality’s own properties? Are they exempt from this?

Cleaning up the Carlsen quarter has become more urgent now because in the last few days there have been two cases of arson. Neighbors who live in the listed buildings across the street are afraid of what a fire could bring. They live only a few meters from wooden fences and old wooden sheds and it is not difficult to understand that with the right wind, we can risk the entire protected area in Bjerggata burning up! Is it really possible that neither the municipality nor the fire service have thought of this idea!

Whatever happens in the future with this quarter, no buildings or sheds will be left standing. Everything must be razed to the ground and it must happen now.
