Risk of strike: The wage settlement in Oslo collapsed

This became clear a little before the negotiation deadline expired at midnight on the night of 1 May. The settlement now goes to mediation where the deadline for agreeing on a mediation result is 23 May.

For the first time in 38 years, there may be a strike in the capital.

“Unfortunately, the parties have not been successful in reaching a negotiated solution, and we therefore need assistance from the National Ombudsman,” says Harald Nævdal, chief negotiator in Oslo municipality, to NTB.

Disappointed with Oslo municipality

– Oslo municipality has shown a less welcoming attitude. It should be in the municipality’s interest to reach a solution, not issue an ultimatum, says Per Egil Johansen, head of LO municipality Oslo, in a press release.

He believes that Oslo municipality has shown such a stubborn attitude that he is very worried about the upcoming mediation.

– We have worked for krone supplements, says leader of the Trade Union Oslo, Roger Dehlin. He, too, is disappointed by the way they have been met by Oslo municipality. This applies to both the size of the offer and the facility.

Rejects local negotiations

– We demand that the entire settlement takes place through collective negotiations at central level and that wage supplements are given in their entirety on the wage table, he says.

Dehlin also emphasizes the importance of central negotiations: – Central supplements are one of the most important instruments against growing pay differences between groups and between women and men. That Oslo municipality insists on setting aside significant amounts for local negotiations after several settlements with real wage declines is very unmusical, he says.

Nor is he further optimistic about the impending mediation.

– LO Municipality has not been on strike for 38 years, but if we are to avoid a strike this year, there must be a clear change from Oslo Municipality’s side, says Dehlin.

YS and Unio are also disappointed

YS is also disappointed that the parties were unable to agree: – In the negotiations, we have tried to find good solutions to both our and the employer’s challenges. It was not possible to find a common solution during the negotiations, which is very disappointing, says head of negotiations for YS Oslo Municipality, Mona Bjørnstad in a press release.

Unio was not particularly satisfied either: – There was no will from Oslo municipality to reach an agreement, says Marianne Lange Krogh, head of negotiations in Unio Oslo municipality.

According to Akademikerne’s negotiation leader Julius Okkenhaug, the tone of the negotiations was good. – But unfortunately we did not arrive at a result that all parties could accept, he says.
